Summary of Qualifications:

Over thirty years of experience with the Cadastral Survey program of the Bureau of Land Management. (BLM), Dept. of the Interior. (DOI)

 

Education:

High School diploma from Sidney High School, Sidney, Montana

Attended Montana State College for one year in engineering

 

Employment:

1961 to 1966 Survey Plat Draftsman ( Montana State Office of BLM)

Responsible for drafting the survey plat in accordance with BLM guidelines to properly depict the land survey as executed by the bureau's land surveyors.

1966 to 1974 Land Surveyor ( Montana State Office, BLM)

Executed land surveys of a complex nature involving dependent resurveys; surveys of riparian boundaries, both avulsive and natural; subdivision survey of sections; and resurvey of boundaries between Public Land and various types of private land claims, i. e., mineral surveys, homestead entry surveys and small tracts under the Small Tracts Act.

Land Surveyor (Headquarters Office, BLM)1974 to 1992

Responsible for the final Bureau interpretation and application of established technical and administrative policies of the cadastral survey program.

Provided expert testimony in Federal Courts in litigation pertaining to the survey records of the Public Land Boundaries.

Developed policy procedures and authored model legislation to assure that the cadastral surveys executed were in compliance with legal and technical standards required for official surveys of the Public Land.

Provided staff assistance to the Bureau Directorate in testimony in various congressional hearings and testified directly before the hearings involving land survey disputes on boundaries between federal and private land.

Provided staff assistance to the Chief, Division of Cadastral Survey for ten years.

Performed as Assistant Division Chief for eight years and was the Chief of the Division for four months prior to my retirement.

 

June 1992 Retired from Federal Service

 

1992 to 2002 Consulted with Bureau of Land Management on survey policy.

 

License:

Registered Land Surveyor in the State of Montana. (License #3105 S; not renewed in 1992)
